Firefox referral - ToS question

I am considering putting the firefox referrals on one of my websites. However, I am unsure if I can suggest to people that they click on it and install firefox?

Eg, is this 'click fraud' (even though they would have to install firefox to 'complete' the referal)?

Obviously asking someone to click on the google ads = ToS /click fraud, but are the referrals the same or different?

I'm guessing that you can't do what you are suggesting. But maybe you could put the firefox referrals on positive review page of the product.

Check out this post [adsense.blogspot.com] to the Inside AdSense blog. You can endorse Firefox, but don't directly encourage clicks.

I would like to put the Firefox ad on pages, where TOS does not allow AdSense ads.

Mainly on my contact form or as an PSA replacement.

But I do not do it, as long as it is not clear where it's allowed to place the ads.
