Tax Form for US Citizens living Aboard and using Google Adsense

I have read the descriptions of all the tax forms for reporting google adsense income. I am confused.

What if: you are a US citizen w/ a SSN and you are living overseas? I am guessing it's the W-9 form.

Also can someone explain in laymans terms what "exempt from backup withholding" means? I have read the IRS' explaination, but I still don't get it.

When you start getting into complicated situations with taxes, you are always best to consult with an accountant or tax advisor. You have until the 30th to submit information before they start withholding payments.
