Sometimes if I don't care of the ads being displayed on a page I will change the file name of the page and force the Adsense bot to revisit and re-evaluate the page, thereby modifying the ads. Is this against the TOS? Any pros/cons to doing this?

It cannot be against TOS to change the names of your files.

It's not against the TOS, but it could cause other problems for you. Changing the file name means you have to wait for the SE to index the page before you'll get any referals from the serps for that page.

To get the Adsense bot to return all you have to do is change the ad code a bit, colors, border, etc. It doesn't have to be a big change, any change in the Adsense code will get the bot to come back. If you really want your current format, just wait a day or so and change back to the old style.
