adsense alternate ads: can they be other contextual ads?

per jensense's site, yes:

And if you are running an alternate ad that mimics AdSense, this would not also be against the terms, since it would appear on the same site as AdSense, even though not on the same page at the same time.

anyone else, as i am a little confused by her language...

No is the short answer. If you are referring to what jenstar is displaying on her website, those are actually images of google ads not the actual ads themselves. Also bear in mind that different publishers who have different accounts or relationships with G have different rules to the mere mortals. e.g. some may show two types fo competing ads, some may have ads by google removed etc etc

What you have to watch out for is if you have more than one adsense ad on a page. If so, one might show the adsense ad while the other one was showing the alternate ad at the same time.

Under this circumstance, if your alternate ad is a non-adsense contextual ad, you would be breaking the adsense TOS of no contextual ads from other providers with adsense on the same page.
