AdSense Block in Help File?

Does anyone know the TOS pertaining to including AdSense in a HTML help file that is included in a software download?

A site or third party cannot display our ads, search box, search results, or referral buttons as a result of the actions of any software application such as a toolbar. No Google ad, search box, or referral code may be pasted into any software application.

That seems pretty clear. How could AdSense ever serve relevant ads for local HTML files anyway?

Alternatively I don't see why hosting the help files on your own server would be a problem.
