If you had a city guide about one particular city (let's say paris), but you were targeting it globally towards foreign tourists and locals, rather than just locals on their own, would you go for .com, .fr or .paris

I went for the equivalent of .paris, and now i'm wondering if I've hampered myself when it comes to ranking globally

IMO go for .com. You can scale your brand out using one domain. Localise if you want, using your folder structure.

ccTLD's may have some minor advantage with CTR in some regions, but .com seems to perform better. Also reduce your maintenance down to one domain. Managing multiple domains can be a pain to administer eventually.

There's plenty of guidance out there if you go searching. e.g. John Mueller [developers.google.com...] but you need to be aware of the nuances, especially your own strategic objectives that may have special considerations.

.com is the more global of all mentioned. Within ,com you can set page prefs, etc to get more granular if desired.

Vote No 3 for .com and especially so for an English language global site,

The only times I have seen .cityname sites rank have been in national results. I would have thought a dual language site using .paris in the French SERPs could do quite well, that's a guess, I have no direct experience of it.

I will go for .com domain, but since my budget it tight I buy .cc domain instead, more cheaper :P

My site not generate income, so I need cheap domain/hosting to sustain the community online.

This is perfectly acceptable and has nearly as good a chance of reaching a global market depending on niche and content! Country level domains are NOT precluded from the global reach!

ALWAYS consider the cost!

Not just that, I build my classic PHP forum with no database. Just with $7 hosting server. I read about philosophy in web development. Turn out, I found webmasterworld forum. Now I got inspired with webmasterworld forum build.

TLD has two advantages , if your clients are in the same TLD region and the relatively easy way to acquire a good domain name. In your case .com is better. Stuff like .paris is a mid-way solution because you can get a good domain name but wont have a A tier trust extention like .com . All in all it has a lower impact when talking about organic traffic.
