i did a Google search on a mobile device today phrased as a specific question, and while the results were relevant to the subject none answered the question.
after "Top Stories", 2 links, "People also ask", 3 more links, "People also search for", 4 more links, and before "See more", i saw something i hadn't seen previously:
Get the answer you’re looking for added to the web
Your question will be shared with online publishers who may be able to answer it. When shared, it won’t be associated with your Google Account.

after the input field (with a "What's your questiion?" prompt) is a reminder:
Make sure you don't include any private info

when you click the "Learn more" link that follows the following appears in a popover:
By submitting a question you couldn’t find the answer to, you can help Google and publishers learn what info is missing from the web. Google will analyze your question and share it with publishers who may be interested in answering it. That means the next time you search for your question, you might find a new page with the answer. Please note that Google doesn’t write or control the content on web pages you find through Search.
Because Your question will be shared with online publishers who may be able to answer it. When shared, it won’t be associated with your Google Account.

it would be interesting to know how "these questions are shared with publishers"...

i should also mention that the search i tried was "who brought out the world cup trophy during the ceremony today" (no quotes).
ironically when i tried this later on a desktop browser was the first time i've seen Continuous Scrolling [webmasterworld.com] on a desktop SERP.
and no option to "Get the answer you’re looking for added to the web".
perhaps this is a test on mobile-only?

Hello, phranque. I believe Google has recently launched a test feature in GSC with the topics related to your website which you can cover. Most of them are in the form of a question.

I bet this is connected.
