Let me know what you think is the best practice for SEO on building a site, if to 1- create web pages for each product or service 2- add sections to the home page and use the menu anchor links (ex. /#hosting, /#servers, /#domains) Let me know what you think.

Normally you should create a separate page for each product or service. But for products with various options, such as different colors or sizes, those options should be together on one page..

everything after the hash mark in a url is the document fragment identifier. search engines index document urls, not document fragments.

okay, thank you very much. the site is years old, if I re-do the site to have each service a web page, do you think it will negatively impact google?

Which is not to say fragments are useless, because search engines--or at least G###--will send searchers to a particular fragment if it's a longish page.

Bing, and ergo, DDG as well, service fragments with significance.
I let a site lay fallow without updates for years. Two years back revamped, brought everything up to responsive layout, and started adding new content. Made a BIG difference!
As noted, you have nothing to lose in updating the site.

I agree with what has already been said above, but also don't overlook the user. Big pages are not the best experience for mobile users (and Google has already started assessing article length).
Organising your site so that each page is a manageable chunk addressing a relatively specific topic is good policy for users and S/Es.

Definitely, creating site pages for each product/service for a particular keyword group - is the best practice for SEO. Placing everything on one page will not work - it will perform poorly than a particular group of requests for each page.
