Google organic shopping result based on SEO or just on the feed?

Hello,

I am handling an e-commerce site and I do SEO and SMM for that. My client also runs google ads and has submitted product feed to Google merchant to run shopping ads. Now, my question is; does google organic shopping result depends on the SEO activities we do or it solely depends on the product feed submitted at the merchant center? I am just curious to know if there is any new site not done much link building can rank higher on organic shopping search to the site which is old and have great link building?

As with most things, doing all things correctly from the start, the established folks will do better before the new entries until they have been around long enough to prove themselves.

In other words, to make mistakes while trying to get listed!

There is no any specific update or rule from Google regarding organic shopping ranking that's why I am searching for. My client says it solely depends on the listing feed file only and there is no effect of SEO activity for this ranking, so how can I convince him?
