It's why I tweaked it. :)
They hadn't optimized their title for natural language.

Isn't it a pleonasm ?
I'd call it a redundant recursive (PIN number, PAT test...). 4 p.m. yesterday afternoon would be a pleonasm.

IMO, this video is a step in the right direction both for Google and for SEO. In it, Google more or less officially legitimizes "good" SEO, embraces good SEOs as partners in building good quality sites, and explains in layman's terms what Google values and feels that good SEO should involve. The video implicitly embraces an approach that considers business goals, technical factors, writing, structure, value, and usability... and it answers many questions I've seen frequently asked.
I've noticed that many newbie SEO questions we get on the forum here erroneously view Google guidelines as potential penalties to be gotten around., often further assuming that if a site can't be nailed by guideline infractions, or if the site is technicallly OK, then the site deserves to rank. The approach suggested by this video is much more useful, I feel, and distinguishes between necessary and sufficient.
While there are many fine points not included in the single video, I think it's an excellent first step in what appears to me to be a subtly new approach. Very possibly, I'm guessing, Danny Sullivan had a hand in pushing this through.
