Start by looking at the sites which are ranking above you, and try to figure out "why", are they doing something you don't, or doing something better. Or better, ask someone else to check these sites and your. (we are are never fully objective while reviewing our own work). -- edit, I don't mean posting the URL of your site here, I mean, to ask a relative or friend.
Also, keep in mind that Google (or other search engines) has the final word, their algorithms are making the choices.

This question is very frequent. Very frequently there are no hard and fast answers. One reason why is that g is a lot smarter regarding SEO (which is webmaster attempts to game the system) and those old practices don't work any longer.
One thing that seems to give some relief is to quit gaming the system and providing more benefit to the users with better content, fresh content, ease of use, speed of site and other metrics that serve your VISITOR and not g the search engine.
There's no MAGIC way of rising in the serps. But there ARE things you can do to avoid LOSING position! Avoid stuffing keywords, ignore bogus back links, don't be obvious in click bait, paid links, and other less than white hat activities.
