Google has just published a new document giving a little more information about how it generates page titles.
Google says that "we made changes to our system which means that title elements are now used around 87% of the time, rather than around 80% before."
Google says it new system goes way beyond the page title, and uses other elements, including page content.
Although, Google's guidance for page titles has remained relatively constant, it seems these changes of late were to resolve issues, for example, of repetitive titles, or out-of-date titles.
