If website 1 published some content and website 2 copied it. How Google will know that website 2 is the culprit and they should ban website 2.
What I heard is Google couldn't recognize if website 1 copied the content or website 2 copied the content. Google will ban one of them according to their preference. Is it correct? Is there a way Google can identify which copied the content and which have the original one?

No this is not correct, Google will choose to show one over the other, but will not "ban" the other. Moreover the choice may be different for different users. For example based on geolocation, say one website is in Canada and the other in India and both show the same content. A user in India will likely be shown the Indian site and US user would be shown the Canadian site.

Yes, by the copyright holder filing a DMCA taken down request. If the author can prove that they own the copyright Google will take down or "ban" the copied content. More specifically Google will remove the content from its index, but the content will remain on the website and can possibly be accessed through other search engines or by going to the website directly. You can also file a DMCA request with the website's hosting provider to try and have the website taken down completely.

Note it is not Google's job to protect your copyright.

G used to be able to do this for both text and images but seemingly has not done so for years judging by the way it sometimes ranks scraper sites over the original.
