Top incoming language does not match top site language

I was checking at Majestic some of the stats for the Languages of incoming anchor texts for the root domain of one website and I have noticed the following:

85% NL Dutch

14% EN English

1% DE German

The default language of the website is English and there are other languages available, but not Dutch.
But we do know that this website is popular in Netherlands and that's why we get many affiliate links from there.

Can this create any problem with Google or with the ranking of the website?
I guess this Languages section checks the affiliate site's language settings, right?

Were these incoming links with anchor text in foreign languages acquired during a link building campaign or are these all-natural? With natural links I wouldn't bother much.

As I have already mentioned, we are getting many links from affiliate NL sites.
