This is unclear, to say the least. Does the first URL redirect to the second, or vice versa? Or is one of the two rewritten as the other? Or is the content reachable either way?

Redirecting is a way of instructing browsers and search engines to a page ... usually when a page first appeared with a different link. Reasons for doing so might be because a CMS had something that looked like:

example.com/something/ew3430998

and you want it to read:

example.com/something/nice-fancy-widget

The second will have a better chance of ranking for "seo"...
