There's this legacy tool called "Url parameters". On the new GSC it's under:
Legacy tools and Reports > URl Parameters
Note: You need to add your domain as "Url prefix" property, domain properties won't work.

So, what changed? It's empty. for all my domains, all url parameters are gone. I saw no chatter for this anywhere. Is it just me?

You might want to find an alternative solution to all the legacy reports in GSC. in 2019, Google did a strong push away from the old system and I'm expecting they will completely remove the few remaining legacy items in 2020.

I agree with that observation. For example, it used to be a simple matter to delete a sitemap when significant changes were done for a directory. It was the easiest way I could find to let Google know that the pages listed may or may not be there. Then submitting a new sitemap made it a smoother transition. I can no longer find any place to remove a sitemap. Deleting it from the domain doesn't seem to sink in nearly as fast. It is easy to add a new sitemap, but less simple if that sitemap is already listed.

I am not finding the newer GSC to be as useful as their previous version, unless you want to see what they want to show you.

Removing sitemap: Click on sitemap you wish to remove - when it opens new page click the 3 vertical dots at top right and you'll see "remove sitemap".

Nevermind, they are all back there. Must have been temporary.
