I searched "Welcome to WebmasterWorld Please read the rules" and WebmasterWorld is ranking almost 8 of the top search results. How is this even possible to be ranking this many times on the same domain?

How is this even possible to be ranking this many times on the same domain?
If you search for anything that is particularly associated with a single domain, the search engines don't have much choice. Try searching for {name associated with well-known site} or {name associated with other well-known site} or for that matter {name associated with little-known site with a distinctive name} and look at how many ways the search engine finds to show you the identical site or group of sites over and over again.

I feel like lucy24 basically just described branded traffic. Sure it's not always the case, but I think it is in OPs case.

Is this a quoted search or an unquoted search?

Branded traffic more likely on unquoted, as branded search often in effect is viewed by Google as a site: search.

If it's long tail enough, or simply long and specific enough, then search engines, as lucy24 says, simply have no choice.
