I decided to give Ezoic a try but I had to switch name servers and my site no longer has a dedicated IP. Up to this point my site had its own IP. So I am wondering if a site no longer has dedicated IP can that impact SEO?

Not in my experience, although it's best to leave your site at the old IP (if you can) until your DNS switch is complete. Sometimes, depending on the users ISP and how quickly they update their DNS records, some users may be sent to your "old" site location and not the new one.

But I've moved many sites many times without any noticable change in rankings or traffic.

Not really. When I first got into the game I used to hear rumors about if there is unsavory sites on the same IP it dings you but never seen any evidence.

Long as the site is fast - it doesn't matter.

The domain is generally the target ... the ip can change (when you change hosts, for example).

Google and Bing both use the IP address to determine a site's geo-location if you have a generic Top Level Domain Name ('TLD', as in '.com' or '.net'), and you haven't set a Geographic Target in the Webmaster Tools console. So, the only way that changing your IP address would affect your rankings is if the new IP address was based in a different country than the original and you have a generic TLD, and you don't select a Geographic Target. So, it's a good idea to look into this issue before you make such a change.

As long as the routing / quality of connection is the same, no problem.

Short answer NO. Long answer is that it may effect. As already stated earlier Google and Bing uses IP to determine a sites's geo-location. Now, say your customers are from US and the new IP you get is from Singapore. Now for US users the site is taking too long to load then eventually it will effect your rankings.

Websites also have IP addresses, assigned via the server on which they are saved. If you circulate your website to a brand new server the IP address of your site will alternate. This puts many humans off making the move due to the fact they worry that this type of drastic change can have a large effect on their internet site's search engine optimization

Underlying IP addresses change on shared hosting fairly frequently, unless one is assigned (or pays for) a dedicated IP.
