How to deal with fake DMCA complaints?

Hello!
I've got 3 Fake DMCA complaints. 1 per month.
It was created by competitors and they made it third time during 3 months.
It's unbelievable, how any rogue can manipulate with Search Results just sending Fake DMCA complaints.
After first time Google reinstated my URLs.
But then competitors created new DMCA complaints with same text.
Moreover, they created clone site of real rightholders and created new DMCA complaint which says, that site of real rightholders violates their rights.

You can sue over fraudulent DMCA complaints. Might want to talk to a lawyer.

Hmmm....
I believe that Google should check DMCA complaints before blocking URLs and sites.
If you file a complaint, you must prove that you have the right to file it.
This is put on stream.
Scammers creates thousands Fake DMCA complaints per day - to manipulate Search Results.
And they take money for this service. For example, I want to clean TOP10 from Search Results. I pay them money and they creates Fake DMCA complaints for all sites from TOP.
And at the moment, Google covers fraudsters and punishes ordinary people.
When you adding new site in Google Search Console - you must verify your ownership of the site.
Same, when you file a complaint - you must verify your ownership of the site or content.
What is happening now is not supposed to go on.
