While trying to determine why my Google ranks dropped so much in the last month I found that <snip> had 126,271 links to my site. When I first went to that URL I found an exact replica of my site. The next time I went back the site could not be found.

It's possible the other domain name was temporarily resolving to your IP address via DNS, and your web server is (mis)configured in such a way that it allows your website to be served from any domain. Another option is that your site was copied, in which case you can send a cease and desist, but it looks like the problem has already resolved on its own. I wouldn't worry about those links appearing in the Search Console. If you don't have rel=canonical implemented, that could help, even though Google can probably tell the difference without it.

I would question the value of these back-links and suspect it must be ultimately detrimental. I have almost 300 links from an Iranian cryptocurrency site which is all written in Iranian so it isn't possible to get to the bottom of it.

Quite certainly the backlinks have no value, but I would not call them detrimental so much as misguided.
The next time I went back the site could not be found.
I have seen the same scenario more than once. Google recognizes it for what it is. Thousands of links, some malformed and useless. I have just ignored it, it went away, targeted site still doing fine.

I've seen suspicious links impact how well a site performs in regards to rankings. I've noticed a lot of suspicious links appear in a backlink profile before. I decided to get the suspicious links removed and the rankings began to improve. I'm not sure how much of an impact link removal actually has on rankings though.
