Keyword research for sensitive topics

I'm working with a charity who deals with a range of issues affecting children (basically everything from bullying at school to the worst things imaginable).

Using the adwords keyword research tool is yielding no results for a lot of sensitive topics - bullying, neglect, abuse, etc. When I set up their Google Ad account a year ago, this wasn't the case (I have a few exported spreadsheets of keyword data), so I'm guessing this is a new thing.

I can understand that data for sensitive topics might misused (perhaps cheap content sites churning out content with bad advice, etc), but there's a lot of value for charities and other orgs in being able to understand what issues people need help with. Could possibly be related to the Medic update?

Anyone know anything about this? Can't seem to find an announcement relating to it.

adwords keyword research tool

Using an Adwords tool might restrict the results to terms that Adwords allows in its campaigns. Maybe certain terms involving sensitive topics aren't allowed in adwords. I'm just suggesting this as a possibility.

True, but it was Adwords I used to research previously (and the client is running an Ad Grant targeting many of the keywords).
