There are a bunch of comments in our June 2018 Updates and SERPs thread [
webmasterworld.com...] about large reported drops noticed on June 19, with some suggestions that Analytics has been having problems... but those were mostly comments about reported traffic in Analytics, not about "excluded urls" in GSC.
The GSC is also undergoing an expansion of its performance-related data reporting range to 16-months [
webmasterworld.com...] ...and conceivably what you're seeing might be related to those changes.
In any event, did you check any of the specific urls to see what might be going on?

The help page covers all of the usual suspects that might cause pages not to get indexed. Regarding "excluded", it says that following...
Excluded
These pages are typically not indexed, and we think that was your intention.
The likely reasons mentioned for reported spikes all relate to site changes or changes in your CMS. I'm assuming you've double-checked this.
Possibly, again, the number might be relating to the increase in date range on the new GSC. I'm curious if others are seeing this.
