Can you regionalise subfolder content with hreflangs and alternates?

Ie.

example.com/news/uk/
example.com/news/us/

But also keep other sections like: example.com/finance open to all regions?

Yes, language tags are page specific.

But as far as indexing, this approach alone will likely not achieve autonomy.
