Https slow... I want http in SERP with https version enabled too

Hi,
I have simple site, non login so no https required. When site requested from SE Asia or North America, https negotiation slows the request. So primary I want http but Google sends visitors to https (because it is enabled too). I don't want do disable SSL completely, I want leave it optional for visitor [eff.org]. I want force Google to send visitors to http version.

Can I do it somehow? Over webmaster tools? Or some html tag?

With Google webmaster tools and make sure your site is setup for http. With your website make sure you have a 301 redirect on your website to redirect any https request to http.
