Version 1.0 of Google voice search quality rater guidelines was published recently, and it shows that Google is aiming to get the speech raters to ensure the speech meets that of local audiences, where accents and, of course, languages differ greatly.
The rating file is a PDF and much shorter (only seven pages) than the main Google Quality Rater Guidelines.
