A links from canonical post consider as Backlink?

As we know that Google does not harm if you put original article with canonical tag but if you pass the links from the canonical version article so will Google consider those links as Backlinks?

Do let me know.

Consolidating link signals for the duplicate or similar content. It helps search engines to be able to consolidate the information they have for the individual URLs (such as links to them) on a single, preferred URL. This means that links from other sites to http://example.com/dresses/cocktail?gclid=ABCD get consolidated with links to https://www.example.com/dresses/green/greendress.html.

Why not fix your site so canonical tags are not required at all?

Canonical Tag - Due to business policy some content we can't change then there we need to put canonical tag to didn't get penalization our websites page.
Or you talking that is not possible to put canonical tag in third party website.
