As the topic goes - Go to Google and type in "plumbers in San Francisco". The results are nothing more than staggering.

Notice the Green Check with "Google Guaranteed". This means two things. #1- No one without this guarantee will be shown. #2 - No matter how good your on-site SEO is... it won't get you verified or listed. There is also less space for Ads as well.

What in your opinion is going to happen if this rolls globally? Many spammy SEO agencies will go bankrupt for sure, but what is more important, high star reviews will become more than relevant. Is this a glimpse as what will be the norm in local space?

Nutterum, are you talking about ads or are you talking about organic results? This seems to be about "sponsored" Local results, which do entirely replace the 3-pack maps results. Organic after that is dominated by user-review directories like Yelp.

I think these types of results are a blend between sponsored and organic. I understand this is only for San Francisco, my question is that if it is successful we might see it in other places? Have not seen further information on whether this type of result page is successful in Google's eyes though.
