do keywords in a section hidden (by default) have a lower weight?

I know this has been discussed in the past, but I am not sure about the current situation...

Let's say i have a div that is by default hidden (display:none), but that the user can display e.g. by clicking on a tab or button on the page, that will render this section visible or expend it. Nothing stealthy, just some information that we don't want visible by default,to not clutter the page.

Will this somehow reduce the "weight" of the keywords that are in this section (e.g. initially hidden div when the page is loaded)?

Google's opinion seems to have changed.

In 2014, Google stated that this content would be discounted:
[seroundtable.com...]

Then in 2016, Google are saying "in a mobile-first world, content hidden for UX should have full weight":
[searchenginejournal.com...]

Actually,based on a test I just did, I am not so sure that "content hidden for UX has full weight".

I have a section that is hidden by default, and can be toggled into view by clicking on a link.

a google search for the link text on my site find a large number of pages that have this link.

on the other hand, a similar search for some of the text in the "hidden by default" section does not return any page.
