Is there still a risk in terms of SEO when moving an entire website to https?

It is the same as moving to a new domain. As long as you add that new domain to your GSC/BWT and implement changes so that any old URLs 301 redirect to the new URLs, there is no added SEO risk. That only comes into play if there are the same URLs on both sites (HTTP and HTTPS) and both are accessible. To clarify that, you can have http pages and https pages, but each page can only be accessed at one or the other URL version, not both. Same as when you have no www redirect and use both www and non www in the domain. Those are basic domain considerations which can have SEO effects.

The way Google is pushing webmasters to use HTTPS, I don't think you're likely to see any negative effects providing the technical implementation is correct.

Not in my view, or my own experience.
not2easy makes a couple of points that might need attention, but if you do everything correctly then the pros outweigh the cons.
