I don't think there's anything new in this message, but it's now confirmed: Google's Gary Illyes has said that there will be no further Penguin numbered updates to 4.0. Of course, that doesn't mean it'll be not be updated. Google already said it was to be updated in realtime, and we could see those changes occur week-by-week.

Will we hear announcements of major changes? I suspect not.

There is no way that is updated real time. That is Google Kool aid. Are the links to your site updated in webmaster tools? Try it. Get links removed and oh they will show up as being there for weeks or months. So if they show the links are there while the links arent there then how can there be real time updates? Does Google check these links and just have an entirely different set up for Penquin. I doubt it. They seriously need to address the mess they created. Then we have the whole xyz fiasco. Those XYZ domain are just crazy the way they are coming out.

Don't doubt it. The actual data overlap between Search Console and the Search product is likely to be very limited, and you shouldn't conflate the two -- they serve very different purposes.
