mara, I have time for only a hurried answer, but it might help clarify your situation, which will affect how Google will view your listing. Are these businesses...
- multiple businesses with separate business licenses, separate phone numbers, separate "suite" numbers, etc... all at the same building location?
- or is this a variant on some sort of shared office arrangement, with multiple people running different businesses?
- or is this one business operation offering multiple services?...
- - from different people?
- - from the same person?
- or might this be a maildrop location for business that aren't even physically at this location?
These, among others, are all possibilities that Google needs to deal with. As you can see from my list, which is by no means complete, it's possible in this single address situation for one business or service to try to get multiple listings, and Google tends to resist that.
In general, Google is going to trust the businesses with the largest verifiable degree of separation. I would say that separate phone numbers might be key, but in the case of shared office suites where there's, say, a shared phone operator or receptionist, that might not apply, so Google will look for other signals.
In questionable areas, Google is also likely to favor businesses or service providers who have already established online reputations (or "citations" on the web) independent of Google listings, and independent of each other. Google most likely is aware of the physical structure of the building, and how many offices there are.
I'm assuming, btw, that you're asking about the professional service provider(s) you were referring to in this thread, which you'd posted about a month ago....
