Wanted: The Original Google Penguin Patent Article

I have been trying to locate the very first Google Penguin Patent article - and was wondering if it's the article/patent from 2007 linked to below.

I don't think that is the patent. It does show 2007, but that was when it was accepted by the USPTO; it was filed in 2003. In 2003, link/PageRank manipulation was in its infancy.

I've wondered if this might be it, because it mentions "link-based manipulation".
