If Google ignores disavow requests, are the links safe?

I am going through a list of toxic urls that I attempted to disavow months ago. Most are coming from russian sites.

So I created the disavow file and uploaded it. Still, today if I go into GWT > Search Traffic > Links to Your Site, I can see that one of the old Russian domains called prlog (dot) ru still shows up with 66 links. Am I to assume that Google has taken my request and ignored it because they feel this site is a healthy site and a good back link?

onlinesource - Without getting into the specifics of the sites... when you disavow a link, you are essentially having Google create a rel="nofollow" attribute somewhere in a Google database, which indicates to Google that you don't want the link to transmit PageRank, link juice, etc, or to influence the ranking of your site in any way.

No. Google does in fact show known nofollowed links in its Links to Your Site report, so their inclusion does not mean that Google is ignoring your request.

A frequent point of confusion about this report is that not all links you see there are counted for ranking purposes. Google has said a number of times that they show nofollowed links in the report for informational purposes only. It would therefore make sense for Google to be treating disavowed links the same way. This says nothing about the quality of the link.

IMO, in the case of prlog (dot) ru, you would be wise to disavow the entire domain, albeit that's probably not necessary, because the site is a well-known scraper and I'm sure Google is aware of its existence. The question about disavowing it is frequently asked online. In most cases, it probably makes sense to disavow all ru domains linking to you.
