Just because they haven't gotten them yet doesn't mean they won't get them in the future.

Also, once you've reported a network and Google agrees internally it's spam, the spam team may prefer to go after the problem algorithmically rather than manually, and it may not appear for a while that the webspam team is doing anything.

Algorithmic solutions scale better, and the spam team might actually prefer to leave blog networks up for a while to observe their behavior over time, look for the types of footprints they have, use them also to lead to related sites, etc. I'm sure it depends on the type of spam and how harmful the content might be. Algorithms do take time to develop, though, and it's sometimes tricky to build a spam detection algo that avoids false positives, and which doesn't distort the main search algorithm.

Worth noting that some gray-hat SEOs who like to see how far they can push things might choose to watch spam sites and what happens to them rather than to report them.
