I haven't read it all yet but I had a few PMs suggesting CTR only played a part in research and not ranking. From my perspective it's used to rank, even if nominally. Considering live results move from one refresh to the next from the same User IP...

Striving for healthy usage metrics is a not really a discussion topic for me. If Google didn't exist I would want healthy usage metrics because more legit usage tends to lead to more money and I like money. Google does exist and I still want healthy user metrics because I suspect Google is or will eventually use many of the different usage metrics as they continue to become more sophisticated ranking results.

I don't go crazy worrying about my usage metrics but when feasible I strive to improve them because why not? :)
