When creating new domains it seems that Google indexes the root. So what signals are they waiting for the other pages?

As long as there is a link from the domain root to other pages on the site AND these other pages are not blocked by robots.txt (and root is also not blocked by robots.txt) and the other pages are not set as noindex or have canonical link element pointed elsewhere, then Google will index other pages by finding links to them.

To see which pages have been indexed from your site, you can use site: query in Google search box
