Creating News website by plugging in RSS feeds from News Agencies

Hello all,

I noticed a few websites with the title "News Website Search Engine" in another language in my hometown. What they do is code in PHP and gather all news from RSS feeds from popular domestic (Middle Eastern) Websites and then store the news in their data base and use a separate internal URL for each page. They gather thousands of news reports on a daily basis and rank pretty well on SEO. When you google the news agencies names they rank right after the original site.

I met with one of the owners and asked if the news agencies mind using their content and getting free traffic and he said that they actually admire it cause were sending them thousands of unique visitors per day.

I asked how come Google hasn't penalized them they responded that its ok to copy/paste news information especially since we link back to the original source.

Can someone please explain this? Doesnt google penalize copied content? Or is it because its in a non-english language that these sites still exist on SERPS and hasnt been penalized by Google. It ranks very well. The site has over 200,000 visitors a day.

Well... it might work in some markets, but I sure wouldn't want to build a business plan around it.

Given the location/source of the news, there might be some political correctness by G at work here. Other sites that have tried the same thing in different countries/sources have not fared so well.
