We have a local business website that is ranking extremely well for Location 1. We are now planning to expand to a new location. Ideally, the homepage should now include content about both the cities and we should have two pages targeted at the two different cities.

But I am concerned that this could jeopardize our high ranking and authority for location 1. How do you suggest I move forward with this expansion? Is there someone who has carried out such a process successfully for their clients? Would love to know how you did it.

I would worry less about using my homepage for multiple keywords and focus more on relevant pages for each keyword/location. When you are targeting a second location in local you have a few options and it depends on your personal situation. You can develop a second website but it requires a good bit of work. You could also create a dedicated section on your current site that focuses on the second location. Once you develop relevant pages that are focused on your second location, go out and get the address and phone number listed in the local directories.
