Barry Schwarts reports that Google's Gary Illyes has said the Panda is running constantly and instantly after the pages are re-processed.

In the "Comments" section of the same Barry's article, a reader quoted John Mueller who allegedly said the following:
"Sometimes Panda will be running and sometimes it wont. It just depends on the situation. Sometimes Panda will get updated and run update, but more times than not it just runs all the time."
Note that the above John's quote is unverified and the only place it is quoted is in Comments section of Barry's article.
Question: Has anybody noticed behaviour that would correlate to Panda being constant, real time and instant? Such as greatly improving the site, reducing low quality pages and recovering once all/majority of pages were recrawled, but outside known "Panda rollouts"?
