Google Panda - Instant Real Time (Or Perhaps Not) ?

Barry Schwarts reports that Google's Gary Illyes has said the Panda is running constantly and instantly after the pages are re-processed.

In the "Comments" section of the same Barry's article, a reader quoted John Mueller who allegedly said the following:

"Sometimes Panda will be running and sometimes it wont. It just depends on the situation. Sometimes Panda will get updated and run update, but more times than not it just runs all the time."

Note that the above John's quote is unverified and the only place it is quoted is in Comments section of Barry's article.

Question:
Has anybody noticed behaviour that would correlate to Panda being constant, real time and instant? Such as greatly improving the site, reducing low quality pages and recovering once all/majority of pages were recrawled, but outside known "Panda rollouts"?

Insofar as my sites are concerned I have not seen any major update since May 2014. What they may say and what is really happening are two completely different things altogether for most of us.

Processed instanly once pages are re-processed might as well point to the refreshes and describe the exact behaviour we have been seeing in the past. So you have to wait for a Panda refresh to recover.

I have de-indexed a few thousand thin content pages (mostly user generated) on my site recently, made the site responsive and added much content on other pages I want to keep. There has been virtually no change. If anything, my rankings slipped further. So I'll keep working on the site and keep doing what I've been doing for the last 3 weeks and hope the next Panda update brings a recovery (like many have reported in the past).

I've worked tirelessly for 2 years and I don't think anything I've done has many any difference. Perhaps negative actually.
