What is the consensus on toggled/foldable content for SEO?

You have content on page X, but it only appears if triggered by a rollover or click. Does it count the same as always visable content? Not at all? As a percentage?

We know google is getting good at processing fold able menus...but what about foldable content in the main body?

FAQ toggles are popular...are they inferior?

Seems there must be some limits to toggle...else somebody could hide keyword rich text in a massive box that only appeared if you click say obscure link X or image on the page.

How does google handle this?
