Notice of circumvention removal in WMT - Can someone explain this?

I saw a message with the following title in my Google Webmaster backend - "Notice of circumvention removal from Google Search"

Can someone explain what this means or the difference between this an a DMCA Removal.

It says the page in violation is an old post in our forums from 2010. (We have over 12 million posts in our forum).

I removed the old post. We've had forum posts in the past removed due to DMCA notices, but never seen a message with that title before.

What is Circumvention?
Circumvention occurs when a product or service is designed to break a barrier put in place to control access to a copyrighted work. For example, a website that has a serial key generator for copyrighted software might be providing a circumvention service.

Who can file a circumvention request?
A circumvention request can only be filed by the rights holder, their authorised representative or a licensed vendor of the copyrighted material in question.
