Is safe to use disavow tool?

Hello,

I have a web that continiously is loosing visits, I think It can be penalized by penguin.

It hasn't a manual penalty and i am afraid use disavow tool could be worse for the website and get a manual action.

What do you think about this, si safe use that tool withouth risk.

Firstly, why do you think it was affected by Penguin?

Did you lose 20% or more traffic on a specific day that is the same day they had a penguin update?

I personally think you will be safe to use the disavow tool. I don't think you will get a manual action AUTOMATICALLY if you use the disavow tool.

One of my sites was hit by Penguin and it took about a year to recover. I removed a small number of links (about five or six) and I disavowed over a hundred. Most of the links I disavowed were from sites that had scraped wikipedia or dmoz or another directory.
