Dealing with Google's manual spam action - Penalized Again

We spent months removing links, cataloging all efforts, contacting Webmasters several times via email, contact forms and facebook when possible.

On JULY-7-2014, we received the message that our team was waiting for: "Manual spam action revoked". And since then, we've been enjoying a slight comfort knowing that better days are to come.

On JULY-24-2014, we received a new message via GWT, claiming once again, that our site violates Google's guidelines. We obviously did not get any links, nor even advertise anywhere.

Has anyone ever experienced this?
They revoked my revoked?

Out of curiosity, did you also upload a disavow file?

I think it's already been stated that's not the problem:

We obviously did not get any links, nor even advertise anywhere.

I'm not sure what the answer is, other than find a non-Google way to deal with it and find traffic any way you can, because over the years it's become apparent people can "follow all the rules" and still have things interpreted as "manipulative" by Google's employees, so until they're ready to admit they aren't as good at detecting manipulation by a site owner v manipulation by a competitor, then they're likely to just keep penalizing sites.

Based on claims and what I've seen Google really has no clue if the owner/operator is innocent of manipulation or not -- Basically for things to change for you via Google they have to "get" they're not nearly as good at detecting things as they seem to think, which is very unfortunate for a number of website owners/operators.

Bottom Line Advice: Find another way to generate the traffic you need.

I uploaded an updated disavow file right after JULY-7-2014 and made a new Reincl. Request; (I didn't notice the "Manual spam action revoked" message within my inbox). Why would the SPAM team reps have different opinions..?
