SEO Quake: Should I base my SEO decisions on it?

I'm getting advice from an SEO guy, his recommended changes take me outside SEO Quake recommendations for title length etc

I'm a little confused.....should I listen to him or SEO Quake ?

I don't know your SEO guy, and I last heard of SEO Quake was in 2003 and it wasn't encouraging. My suggestion is to try Google Webmaster Guidelines: [support.google.com...]
It is short and clear and easy to follow and it is free.

It would be a good idea to learn google webmaster tools and google analytics inside and out and base your decisions on what those are telling you.

While all of the above are good suggestions in general, none touches specifically on the issue of titles. I'd recommend that you explore some of this for yourself, and that WebmasterWorld is an extremely good place to start.

I suggest that you search webmasterworld.com for google titles (no quotes). I find Google results more complete and generally fresher than those of the other major engines. YMMV. Search syntax would be...

[site:webmasterworld.com google titles]

You can also use our "search" link up at the top of the page, which gives you Google/Bing/Yahoo options, and which enters "site:webmasterworld.com" for you. Note that there's no one answer fits all response to the issue. It may depend on your priorities. Note this recent discussion on a change Google has made which affects title display length...

In general, I don't think that a single tool is going to give you this perspective on the issues involved on, say, the subject of titles, though for other SEO issues, particularly some technical analysis, there are some specific tools that I think are amazingly good... generally for specific kinds of issues.
