Google+ Custom (vanity) URLs with your name in it
If your profile meets the following criteria, Google+ will let you claim a custom URL:
Has a profile photo, and
Has at least 10 followers, and
Has an account that’s at least 30 days old.

Whats really messed up is the fact the after offering these vanity urls Google may charge to keep them. Talk about roping you in and them making you pay to keep it... pretty messed up imho
Depending on the cost, paying for a custom URL might make sense if, say, you own a local brick-and-mortar business and you want to have plain-English URLs for Google+, Twitter, etc. on your vans and marketing materials.
But the URLs they're offering people are for their personal names, not the name of their company.
but just because it's "Google" doesn't mean it's going to work for every business.
Yes, but before they buy the plate they know its price. How is it with G+?
