Is Google confused about PR, or is this my fault?

I am an artist with a multilingual site.

Before Big Daddy I have had a PR2 on the German Homepage
(existing 12 months) but it dropped to PR0 some months ago. But in April the picture changed.

Now is the German Page a PR1
the English version a PR4
and the Russian has a PR3
and all the internal sites are PR0.

Is there anybody who can tell me reason for this confusion?

The toolbar PR update that recently followed on the heels of the BigDaddy rollout has generated a lot of odd reports -- see [webmasterworld.com...] for many examples.

I just returned from PubCon where I asked Matt Cutts about this. He said that BigDaddy's toolbar PR numbers were calculated in a different way and they don't match up with what we are used to seeing. (From his facial expression, I also got the sense this wasn't wholly intentional, but that's just my interpretation -- he didn't explicitly say this.)

I wish I had thought to ask about when or whether toolbar PR will be recalculated, change back and so on, but this was a pretty fast-changing conversation. My own guess, given all the reports here of missing pages right now and so on, is that much more complete spidering is required before these calculations can make the kind of patterns we are used to seeing,
