Bad Google results for long search phrases

Recently, I keep getting really bad results when looking for long terms (9 words) in quotes. And google returns 500+ results. Only 1 of them has the terms on the page. The rest are not even remotely close to what I was looking for.

When I click cache I get "These terms only appear in links pointing to this page". These pages aren't spam. But most of them are from are Supplemental Result.

What's going on? Does Google just use them as a filler to make it look like there are more than one option?
