I give up - SERPs make no sense at all

Google is showing a site in every DC I check that ranks #1 for targeted keyword. The site is a mess. PR0, it's a redirect, of a sub-domain and the site is in frames.

We had just finished an alaysis of the site telling the customer he's not even indexed, all pages are supps, needs seo blah blah blah.. We look at the #1 site and sure enough it's him, just with the redirect so we didn't recognize the name at first glance..
Below him are PR5s that are optimized a little bit.

Luckily we didn't send off the analysis.

Bottom line? Google right now has no rules and is just about completely as random as you could imagine, but, the relevance seems to be getting better. I don't get it.
