Getting site unblocked in China

Will changing hosting package affect my rank?

My site has a high ranking on Google (although is nowhere on Yahoo) which I want to protect. However, people in China are unable to view my site which I want to fix.

I don't think the blocking is targeted, it just seems random bad luck.

I have asked my current site hosts, but they do not seem to be able to do anything about it so I was thinking that I should change hosting packages to get a different IP address and hope that this would solve the problem.

So my questions -
i/ If I change hosting packages will it effect my Google ranking?
ii/Will there be a period during which my site will not be available as the change is propagated around the world?
iii/Are there any other options open to me to get the block lifted?
