Sorry to hear about your website. I too have a similar problem.
Mercilessly banned without a reason. Summarily penalized. Lost in a black hole.
I too don't know who to contact. We are looking at pushing a camel through the eye of the needle.

but plz i wanna ask another question...
I made my own homepage in tripod and but redirect script to my site... now ... when i search 4 my site in any keyword or even the sitename.com google lead me to my tripod and then redirect it to the my site?
now i changed the tripod content and cancelled the script
so...
does i remove my site from google search ...then re-submit it again?
and how could be the page rank is 3 and dite dropped from google search?
I made my own homepage in tripod
Isn't this a free host? If so this could be part of the reason as search engines tend to ignore freebie hosted sites. Also any website made from a template host is usually not search engine friendly.

What kind of redirect was this?
Was it a meta refresh redirect in the code of your page
or did your host set up a redirect from one site to another?
Do you have two sites?
We need more info before we can determine what's wrong.
1- about the tripod ...yes its free host but i didn't thtat it may cuz problems
2- about the redirect code that is:
<meta http-equiv="refresh" content="1; url=http://www.#*$!xxpla">
3- I did a redirect from tripod page to my site.com through the last script.. but i cancelled it now.
4- do i need to remove my site from google and re-submit it again? does that affect on my page rank in google toolbar PR?
2- about the redirect code that is:

Ahhhhh. that could be a big part of it. as Google started banning sites that used that redirect because it was a favorite trick of spammers. Most spammers have graduated to a much higher level of scullduggery by now.

No! Don't remove it. You may never see it again.
If you meant you took down the meta refresh redirect off the old site that is probably a good thing.
If you meant you used to have the tripod site and now have a new site and you want to redirect the old site to the new one the only safe way to do that is to set up a 301 redirect.
You'd better ask your host to do this as it can cause serious problems if not done correctly.
However tripod may not provide this service for free hosting--one of the more serious drawbacks of using a Feebie host.
If your host can't set up a 301 redirect to your new site you may have to just forget the old site and focus on starting fresh with the new one (which means writing everyone who linked to the old site and ask them to change the link) and you'll have to kiss your PR goodbye and Rank also.
PS. It's Ms Lorel

I would request a reinclusion in Google and when you do that tell them you put a meta refresh tag on the site and have since taken if off and didn't realize the harm it would cause. But first make sure your website is totally white hat or they may penalize you further.
Here is the url for reinclusion in Google;
[google.com...]
Click on "Im a webmaster" and then "why my site disappeared."
If they write back and say "your site is not banned" then it might be another problem like a hijacker.
In the meantime, on the Tripod site set up a link people can click on to your new site. Also ask the Tripod site host if they will set up a 301 redirect to your new site. Once the 301 is in place people will automatically be directed to the new site the right way and search engines will pick up the new address.
However if the host can't do a 301 redirect you may have a problem with duplicate content and the new site will be the one to suffer. In that case I would change all text on the home page first and then work on the other pages to not incur a duplicate content penalty. Even if you have one already, by changing the text, it should disappear in a month or so if you change the text. In this case you won't rank well for any page affected till the penaly is lifted.
